Warsaw spring is a pilot project with unclear governance.
The sun appears for forty minutes, receives positive stakeholder feedback and is immediately withdrawn for technical review. A warm afternoon is announced, then replaced by sideways rain because the implementation team was not consulted.

The wardrobe problem
At 08:00 you need a coat. At 11:00 the coat is evidence of poor planning. At 15:00 you need the coat again, but it is somewhere under the chair because the café terrace briefly convinced you that civilisation had returned.
The local solution is layering. The emotional solution is distrust.
Warsaw does not waste good weather
The moment temperature rises above a cautious threshold, every available chair appears outside. People sit in sunlight with the concentration of engineers monitoring a rare system window. Nobody knows how long the service will remain available.
I complain because complaining is part of integration. I also love the speed with which the city changes when the light arrives. Grey façades become elegant. The Vistula becomes a plan. A ten-minute walk becomes an evening.
Spring eventually comes. It simply refuses to sign a service-level agreement.
